MI-13 is a British intelligence agency operating out of Portwell House in Whitehall. The agency’s official name is the Extraordinary Intelligence Service (EIS), and it is devoted to “extraordinary and super-natural events affecting the United Kingdom and its protectorates.” It has a branch in Canada, and it works indirectly with Captain Britain. It has a difficult relationship with Ulysses Bloodstone, father of Elsa Bloodstone.

It is overseen by Sir Mortimer Grimsdale, the Joint Intelligence Committee Chair. He coordinates with Sir Clive Reston, KCBE, Director of MI6; and Annabel Warner, newly appointed Director of MI5.
